France to adapt society for an ageing population
A report prepared by the European Social policy Network (ESPN) gives information on France adapting society to an ageing population.
An act on adapting society to an ageing population entered ihas come into force marking a turning point in long term care policies in France which has a traditional focus on the dependency of the elderly.
The reform is trying to meet the rapidly increasing demand for long-term care in France through a comprehensive, cross-cutting approach, based on three pillars:
Anticipating loss of autonomy by better meeting the demands of the elderly for housing, transport, social and civic life, so helping prevent isolation.
Adapting society to ageing by modifying 80,000 private houses by 2017, upgrading accommodation for independent living and encouraging seniors to become involved in voluntary activities.
Support older people to stay at home while capable. This includes reforming “personal independence allowance”, known as Allocation personnalisée d’autonomie – APA, and measures to support informal carers.
